As the previous case of face-book is appear’s that they sell data to third party app’s so Apple take action on it because they don’t want to take any risk.
Apple announce that the will block the app’s which use user data and sell it to third party and apple will remove them from the app store it mean’s we can not download them from the app store but yes if any one want the app he can add this manually via it tune or different software’s which install app’s on the phone with any store.
The process of data collection of user can be start via app update during the update process the app administrator collect information from the device they also use location service to figure out that where the device is actually use.
If this data is collected to improve their application then why not the collect it via feedback services as we all know that apple is a well know and famous brand and all they know is about there privacy and security precautions on the devices so they took a survey on this and finally take this decision.
It is not about that apple is not using the application related to location sharing but yes they define a set of rule and it is stated that how any app could use user location information and it must be in the knowledge of user.

Apple take a right decision for it’s user’s and the user can understand it in future. When they are conscious about there personal data. Until the user think about it and rather than the company wait for the user’s report’s about the data leakage they are start taking action on it and it was a good step and in future it will help full both for user and company.
